Fulton County was created on December 21, 1842 and was formed from Izard County. Parts of Fulton County was used to form the following counties: Baxter 1873. Other county boundry changes occured when Part annexed to Marion and part of Lawrence attached 18 January 1855, lines with Baxter and Izard defined 16 February 1875. This particular county was named in honor of William Savin Fulton (1795–1844), the last Governor of the Arkansas Territory prior to statehood.
